Tor is a great thing for browsing the web anonymously. It's also a great thing for spammers and such to use to abuse just about anything you can imagine, including IRC.
If you're not using Tor then you can get on a different server and ask an oper on the server you were banned on to remove it.

munky would remember the history better than i, but when he was helping run a shell server, they got quite a few frauds. paypal is a bad way to go for frauds, they just try to get money from you. first and best thing to do is not accept any orders from romania. after that, manually check all orders....

possibly, but jupes are generally only used on channels that are abusive, or channels used to control drones. if there aren't any users in a channel, the drones are going to go there either.
