I remember hearing a long time ago that EFnet was going to get mode +e, ban exception. For example, I could +b *!*@*.aol.com from a channel, but I could +e *!*myfriend@*.aol.com and then myfriend@aol.com would still be able to get in, even though there was a domain ban.
