Is it safe to assume all current ssl-enabled EFnet servers have at minimum tcp/9999 open for SSL connections.. and possibly even future EFnet servers?

There might be some sort of script running that detects any kind of http messages to the channel within a certain amount of time after joining the channel. Also, the person running that script may be an oper or know an oper that had the gline placed.. That is a pretty unfair gline in my opinion thou...

A ban for *!root@* is usually just that.. a ban for the username root. If you connect with a different username or ident, you should not be banned. You might try using alternate DNS servers other than the ones assigned to you by your ISP.
