I don't know if there's any official secretary but you could start by asking eu-efnet officials. The application form is maintained by Grievah. irc.Prison.NET is currently down pending a relocation vote for it to change from Abovenet to United Layer.

The DNS is currently pointed towards irc.vel.net to ensure clients get on EFnet during the move. The vote ends 2. May and the server will hopefully return then.

The US portion of efnet have granted trial link to a new server located in Los Angeles, California hosted by Velocity Networks INC.
