afaik, chanfix keeps track of ident@static.hostname, not just nick, so it wouldn't be that someone could just take someone's nick and get their 'op points'

Probably a lesson in how to use IRC would help you. You may find good information at http://www.irchelp.org . In most IRC clients, commands are preceeded by a / (slash).
