How can a bot or user ban without being opped AND without being in the channel, set a ban on someone??
Before you say i was lagged or there was something wrong with my client...
I did check logs with other users that are on other servers and they all say the same thing as my client.

the server the bot was on was probably lagged, so from it's point of view, when the bot joined, the channel may have been empty. the bot gets ops for creating the channel, sets bans. just then an actual op /kicks the bot, but because of the lag, you see the /kick before the +b.

so like deww said, desynch. if it causes severe problems, notify an oper. chanfix can usually solve it.
