I'm surprised at those mIRC users who refuse to update their mIRC. Version 6.2 has been available since 28 July.
It should be noted that, by default, the $decode exploit is disabled only in versions 6.17 and 6.2. Obviously, it can be enabled, but most people don't need/use it, and even those who do, only need to enable it while actually doing a $decode.
And, no, Maude, nobody is going to give you ops or a free copy of Matrix 2 or prevent spam, just for typing a stupid $decode(

There is no "$decode exploit", there are just $decode commands which people don't check before ignorantly running them.
But yes, as in the versions.txt $decode was added to the lock options by default in mIRC v6.17...
PS. Who are you addressing when you say Maude? What is this in relation to?

This should help people who ignorantly run strange commands from strange users from being compremised.22.Added $decode to Lock options dialog. Lock dialog now also allows
individual setting of lock items. $decode is disabled by default.
