EFnet removes services.xo

A vote ended yesterday removing the old services.xo from the network. services.xo was mainly used for nickjupes and clonefunctions by some servers, but this has been replaced by OpenServices which was voted in some months back.

The removal of services.xo will have no impact on users.

may also note, OpenChanfix replaced Chanfix a week or so ago...

this was first announced back in may, but has been in test mode for quite some time.
