you cant on efnet, it can't be 'certified'
you can join a channel with no one in it, have ops, and stay there all the time or get bots or op people you trust... but thats it.
if you lose ops, its possible chanfix can give it back to you, but only if you and the channel meet certain criteria. chanfix is not chanserv so its best not count on it to keep your channel as yours.
