those are server generated wallops, which appear visible to you because you are using either irc.prison.net or irc.nac.net. Both of these servers use a very old ircd called csircd, which is no longer developed for efnet. They are the only two on the network which show server generated wallops to lusers.

you can safely ignore those messages, as they are generated by IRCops remote connecting other servers. In that case, the finnish IRC server was split from the network, and IRCops from other servers (remote) were trying to reconnect it. (probably because none of the local IRCops on the finnish server noticed they were split)

Check out http://map.efnet.org if you want to see how all the servers link up.
