the general flippant response is usually "if you don't already know how, it won't happen"

irc operators are designated by individual server admins. it is entirely at the server admins discretion who will be an operator. there is no training, no forms, no application. if the admin knows you, trusts you, and has a need for an operator, then they will add you.
