I know the commands used to find the ip of someone
I was wondering if the reverse was possible?
eg. I have an ip, and I want to see the usernames that person is using
IP's connected to usernames

You can use /dns Nickname/host to receive the IP and you can use /dns IP to receive the reverse DNS.
But there is NO way to receive the Username (Nickname) by either the Hostname or IP, unless you aren't Oper (ircoperator) with access to a TCM ("texas connection monitor" see http://www.ircd-hybrid.org/tcm/tcm.html .

TCM will only tell you of users on your server, not across the network.
if the user is -i, you can simply /who <hostname>
if you are an ircop with operspy ability, you can /who !<hostname>, but according to policy it is only allowed to spy drones.
there is also a /testmask, but that only tells you how many users are connected, not what their nicknames are
