Why are some of them not global?

Some servers allow names like NickServ/ChanServ, which results in stolen passwords eventually.

Most others just jupe the nick.

NickServ and ChanServ are juped by services. regardless of what a local server has RESVed, these are global jupes. the only time a user might take one of these nicks is if services is split, and even then it is only temporary until services relinks.
