Policy Concerning Oper Mass-Glining to Takeover Channels?

To whom it may concern:
My friends and I have recently been the victim of an Oper/Admin (taliz/irc.pte.hu) who, after unable to use ChanFix to takeover a channel of interest to him, used his Admin powers to mass-gline over 30 peaceful IRC clients residing in the channel.

I'm curious; what is EFNet policy concerning these sort of situations, and what recourse do victims of this behavior have?
